Rotation happens first
Rotate, then crop — the X/Y/Width/Height boxes always describe an area on the image exactly as you currently see it in the preview, after any rotation has been applied. That matches how most people think about it: turn the photo the right way up first, then decide what to trim.
A 90° or 270° rotation swaps the image's width and height, so a crop area sized for the old orientation may no longer make sense — the crop resets to the full new dimensions each time you rotate, ready to be adjusted again.

Do the crop coordinates apply before or after rotation?
After. Rotating first, then cropping from the rotated result, is what most people expect — the crop box coordinates always match what you currently see in the preview, not the original unrotated file.
Why does rotating reset my crop area?
